Hanoi promulgates Implementation Plan for the Law on Environmental Protection 2020

On 27 August, the Vice Chairman of Hanoi People’s Committee signed Plan No.196/KH-UBND on implementation of the Law on Environmental Protection 2020.

The Plan serves three main purposes. The first is to disseminate the Law on Environmental Protection 2020 to all citizens, provide professional training for officers and civil servants in charge of environmental protection work, and raise public awareness and a sense of responsibility regarding compliance with the Law. Secondly, the Plan aims to specify tasks, deadlines, progress, and the responsibilities of agencies and units regarding implementation of the Law. Finally, the Plan identifies responsibilities and mechanisms for coordination between MONRE and other ministries and localities.
According to the Plan, functional units and People’s Committees at all levels will review implementation of the 2014 LEP by the end of 2021, evaluating achieved results and identifying limitations and challenges. They will also receive training from MONRE on application and enforcement of the Law.

The Plan states that the Hanoi Department of Natural Resources and Environment (DONRE) will serve as a permanent agency, advising the City People’s Committee and helping to urge departments, agencies and People’s Committees at all levels to implement their assigned tasks. At the same time, Hanoi DONRE will actively perform its assigned tasks, including compiling and submitting reports to the City’s People’s Committee for guidance and the timely handling of difficulties.
