High-level Steering Committee Meeting by the VN-SIPA project

On 14 April, the Vice Minister of Natural Resources and Environment (MONRE), Le Cong Thanh, and the German Deputy Ambassador, Weert Boerner, co-chaired the second Steering Committee Meeting of the “Support to Viet Nam for Implementation of the Paris Agreement” project (VN-SIPA).

The objective of the meeting was to review the project’s progress to date and approve the annual operational plan. The plan details the project’s activities, which aim to enhance the legal and institutional framework, and develop mitigation and adaptation measures to meet Viet Nam’s climate change commitments.

The Steering Committee members and participants emphasized the positive results achieved in 2020 despite the challenges of a global pandemic. These include technical support for the updated NDC, which was submitted to the UNFCCC in September 2020, and the inclusion of a comprehensive chapter on climate change in the revised Law on Environmental Protection, which was passed in November 2020.

“This successful project will contribute to supporting Viet Nam in future implementation of the NDC and the Paris Agreement on climate change,” said Vice Minister Le Cong Thanh.

“The VN-SIPA project, financed by the German Government within the framework of the International Climate Initiative (IKI), is proof of the successful partnership between Viet Nam and Germany that we acknowledge today. We would like to further strengthen this cooperation to ensure it is effective in addressing climate change in Viet Nam,” added German Vice Ambassador, Weert Boerner.

Mr. Tang The Cuong, Director General of MONRE’s Department of Climate Change and Deputy Chairman of the Steering Committee concluded that it would be necessary to consolidate and prioritize activities for the remainder of this year. To ensure an agile cooperation mode, reporting and information sharing between GIZ, PSC members, and the project implementation team should be simple and focused on efficiency.

The IKI Vietnam Newsletter is administered by the IKI interface in Vietnam hosted by GIZ. The International Climate Initiative (IKI) is an important part of the German government’s international climate finance commitment. IKI Independent Complaint Mechanism (IKI ICM)

Any person who is (potentially) negatively affected by an IKI project, can file a complaint via the IKI Independent Complaint Mechanism (ICM). 

It works to enable people who suffer (potential) negative social and/or environmental consequences from IKI project. ​

  • Any person or a group of persons, or a community that has been or may be affected negatively by an IKI project may file a complaint.​
  • Persons wishing to do so can report integrity and/or corruption issues, such as misuse of funds, fraud etc.​
  • If persons experience reprisals in relation to an IKI project or a complaint, they can also use the mechanism. The affected person(s) can authorise a representative to file and pursue the complaint on their behalf.​
