Viet Nam Accelerates Green Transport Transformation with Ambitious New Emissions Reduction Plan

The Ministry of Transport (MoT) has unveiled Decision 1191/QĐ-BGTVT dated 30/09/2024, a landmark initiative aimed at reducing greenhouse gas (GHG) emissions in Viet Nam’s transport sector. The plan establishes specific, actionable measures to achieve the country’s Nationally Determined Contributions (NDC) targets under the Paris Agreement, setting a clear path toward a greener, more sustainable future. 

Key Highlights of Decision 1191/QĐ-BGTVT 

Viet Nam’s transport sector aims to reduce GHG emissions by 5.9% below the Business-as-Usual (BAU) scenario by 2030, equating to a cumulative reduction of 45.62 million tons of CO2-equivalent over the 2021-2030 period. Milestone reductions include: 

  • 2025: 3.4 million tons of CO2-equivalent 
  • 2030: 10.61 million tons of CO2-equivalent 

Without additional mitigation measures, emissions from the transport sector are projected to rise significantly, from 33.2 million tons in 2014 to 89.1 million tons in 2030, driven by increased economic growth and transport activity.  

The plan encompasses 10 strategic measures under the “Unconditional Contribution” in NDC 2022, with specific goals, timelines, implementation plans, responsible agencies, and funding sources outlined for each measure. 

Pioneering Climate Action in the Transport Sector 

Decision 1191/QĐ-BGTVT showcases Viet Nam’s commitment to balancing rapid development with sustainability. By reducing emissions and improving energy efficiency, the Ministry of Transport aims to modernize infrastructure and transition toward a low-carbon economy. 

The ambitious plan is a crucial step in meeting Viet Nam’s NDC targets while contributing to global climate goals, cementing the country’s position as a leader in climate-resilient development. 

Technical Support for Decision Development 

The NDC Transport Initiative for Asia (NDC-TIA) has been instrumental in supporting the development of GHG mitigation scenarios and providing technical expertise for implementing the plan. This international collaboration underscores the global nature of the fight against climate change. 

The NDC TIA Project is part of the International Climate Initiative (IKI). . GIZ, WRI and ICCT serve as the implementing organizations of the project in Viet Nam.

The IKI Vietnam Newsletter is administered by the IKI interface in Vietnam hosted by GIZ. IKI Independent Complaint Mechanism (IKI ICM)

Any person who is (potentially) negatively affected by an IKI project, can file a complaint via the IKI Independent Complaint Mechanism (ICM). 

It works to enable people who suffer (potential) negative social and/or environmental consequences from IKI project. ​

  • Any person or a group of persons, or a community that has been or may be affected negatively by an IKI project may file a complaint.​
  • Persons wishing to do so can report integrity and/or corruption issues, such as misuse of funds, fraud etc.​
  • If persons experience reprisals in relation to an IKI project or a complaint, they can also use the mechanism. The affected person(s) can authorise a representative to file and pursue the complaint on their behalf.​
