IKI INTERFACE VIET NAM WORKSHOP 2024 FOCUSED ON ECONOMIC INSTRUMENTS FOR CLIMATE ACTION IN VIET NAM

“Vietnam’s NDC outlines the financial requirements for each measure and actions, providing a solid foundation for further investment mechanisms. Linking policies to concrete investment strategies can guide international partners and private investors in supporting Vietnam’s climate goals. The IKI will be very happy to support you on this.” stated Dr. Philipp Behrens, Head of the International Climate Initiative Division at the Federal Ministry for Economic Affairs and Climate Action (BMWK) at the IKI Interface Viet Nam Workshop 2024.

On 17th September, in Hanoi, the IKI Interface Viet Nam Workshop convened 80 implementers from 27 IKI projects, together with German and Vietnamese political partners for the annual discussions and knowledge sharing. In the context of countries preparing updated nationally determined contributions (NDCs) next year, the workshop themed “Economic Instruments in the NDC 3.0” opened in-depth exchanges about opportunities and impacts of economic incentives for promoting climate and biodiversity protection in Viet Nam.

Delivering the opening remarks in the morning session of the workshop, Dr. Nguyen Thi Dieu Trinh, Deputy Director General, Foreign Economic Relations Department, Ministry of Planning and Investment said: “We highly appreciate the strong synergies of IKI projects in Viet Nam. The IKI provides not only knowledge and experiences exchanges among IKI implementers but also the opportunities of strong cooperation and dialogues with Ministries, projects’ owners, as well as the German government”.

Presentations from ministries and discussions in working groups highlighted that economic instruments play a fundamental role not only in the country’s decarbonisation roadmap but also in various aspects of IKI projects’ activities. Participants gathered in four thematic groups such as: Mitigation, Adaptation, Carbon Sinks and Biodiversity to identify the economic incentives impacts on their project’s activities, along with challenges, barriers and recommendations for the future efficient implementation.

Being a key concern for IKI implementation worldwide, IKI projects committed to establish an IKI Gender Community of Practice (CoP) in Viet Nam. “We believe that the establishment of the IKI Gender CoP is the cornerstone to foster future knowledge updates and lessons learnt sharing about gender equality practices among IKI projects in Viet Nam.” shared Daniel Herrmann, Chief Technical Advisor of the IKI Interface project, GIZ.

The workshop concluded with an experiences-sharing session featuring milestones and results from IKI projects. Two thematic groups were organised including: (A) Sustainable Management and Economic Instruments in Forestry and Agriculture, and (B) Recharging Biodiversity, Youth Engagement, and Investing in the Energy Transition. Each group featured presentations delivered by IKI projects, highlighting insights and lessons learned from their activities across various topics and scales. The subsequent panel discussions provided opportunities for IKI implementers to deepen their conversations, exchange ideas and experiences, and strengthen synergies among IKI projects in Viet Nam.

The IKI Vietnam Newsletter is administered by the IKI interface in Vietnam hosted by GIZ. It informs regularly about news of climate change and biodiversity projects in Vietnam financed by the International Climate Initiative (IKI). The International Climate Initiative (IKI) is an important part of the German government’s international climate finance commitment. Since 2022 the IKI is implemented by the Federal Ministry for Economic Affairs and Climate Action (BMWK) in close cooperation with the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) and the Federal Foreign Office (AA).

IKI Independent Complaint Mechanism (IKI ICM)

Any person who is (potentially) negatively affected by an IKI project, can file a complaint via the IKI Independent Complaint Mechanism (ICM). 

It works to enable people who suffer (potential) negative social and/or environmental consequences from IKI project. ​

  • Any person or a group of persons, or a community that has been or may be affected negatively by an IKI project may file a complaint.​
  • Persons wishing to do so can report integrity and/or corruption issues, such as misuse of funds, fraud etc.​
  • If persons experience reprisals in relation to an IKI project or a complaint, they can also use the mechanism. The affected person(s) can authorise a representative to file and pursue the complaint on their behalf.​
